Coordinator - Worked with County Emergency Preparedness agencies to assist them in developing emergency information and response programs to include Spanish-speaking residents throughout Kern County.

Spanish Language Guides, Law Enforcement and Firefighter/Paramedic Editions, to assist Kern County emergency personnel in communicating with Spanish-speaking.

1991 - 2004 Vice President/Immediate Past President, Member, Board of Directors - American

Hispanic Owned Radio Association (AHORA). Lead three very successful International Trade Delegations to Mexico. Spearheaded various AHORA projects to improve business opportunities for Latino broadcasters throughout the United States and Mexico. Drafted and coordinated USA Spanish broadcast industry response to Mexico's NAFTA Broadcast Media Proposal, and assisted in other NAFTA negotiations, including adoption of pesticide use regulations equivalent to those in US. Directed successful national effort to repeal Small Business Administration (SBA) Opinion Molder Rule, which denied communications industries access to SBA loans.
